Yes he can! But it must be rather difficult seen that he missed the electric rice cooker in the original (the wind thing was just in the anime), thus failing in locking the old Piccolo.
Plus Ten Shin Han took at least an entire day to learn to steer it properly in the original manga as well.

Either Roshi and Gohan fail this OR something happens in U3 and Piccolo gets released a second time. I'm assuming it's the prior seeing as Chewys said the difference on Earth wouldn't happen until a few chapters later, not next chapter (this chapter).
