Everyone is afraid of Mr. Popo, because Mr. Popo is really the true identity of Zen-Oh. That purple and blue child is just a disguise he wears to seem less threatening and the same goes for him pretending he's a little kid. It's all so he can determine who are foolish enough to actually oppose him.

Nah he's just Zen-oh because he likes to live a peaceful life on the Lookout when he isn't needed elsewhere in the Multiverse. That or maybe the childlike Zen-Oh is just him using his own godly variation of the Multi-Form that not just allows him to clone himself, but alter the clone's appearance too, so kinda like a Shadow Clone Jutsu mixed with Transformation Jutsu technique.

ALSO he is the only one of Toribot's characters that Toribot can't control with his author-hax powers. Legend says that Toribot tried to control Popo once and Popo almost killed him and took his place as the new Akira Toriyama. They say that is the reason that Toribot doesn't flaunt his authority over the Dragon world and prefers to live a peaceful life in Penguin Village where he plots various devious acts that often backfire on him and therefore result him being poor and often beat up by the villagers. Hell one time Toribot tried to abuse his powers by traveling 10 years into the future and he found out that Future Toribot was homeless. That also was probably the work of Popo, who didn't like that Toribot was using his godmodding without Popo's permission first.
