Kami is not an idiot at all. He has lived on the Earth for over 500 years, with 200 years of his time as the Nameless Namekian, and 300 years as Kami. He isn't laid back at all: he the overseer and Guardian of Earth; and to make sure that the life on the planet goes on without extreme interference. Kami's role as Guardian is very similar to that of King Kai's, or even the Supreme Kai's, except it is on an extremely smaller scale. A planetary one, rather than a galactic or a universal one.
The phrase "God helps those who help themselves" applies very well to this. Kami is untrustworthy of humans after his experiences with them during his time as the Nameless Namekian.
Through his memories as the Nameless Namekian, Kami witnessed firsthand the horrendous atrocities of violence and hatred made by humans while he traveled the world. As Namekians are generally good-hearted in nature and are very sensitive to morality, the wicked acts of humans tore his psyche apart, with one side fighting the other inside his mind. Piccolo himself is the physical manifestation of the evil and hatred that the Nameless Namekian encountered. Even after the split, Kami is still very untrustworthy of humanity, for he knows of their true, selfish nature.
It was not until meeting Goku, that Kami changed his mind, thinking that humans are not as evil and selfish as he once thought. Kami knew Goku was not a human. Yet despite all of this, Goku was pure-hearted, strong, and traveled to The Lookout; not to take Kami's position out of pure, selfish ambition, but to train himself and to restore the Eternal Dragon: Shenron, so that he may resurrect the lives of not only his friends and loved ones, but the countless lives lost by King Piccolo and his sons. I personally think Kami was envious of the way Goku had been able to travel and intermingle among humans, yet not become tainted by evil. What he saw in Goku, he saw in himself as a young boy with no name, no identity of who he really was.
But unlike in U18, U9's Kami never met a Goku to have a sudden change of heart. So U9's Kami is still does not trust humans. Even after the sealing of King Piccolo, he knew that the humans needed one more test to be sure that they will use the Dragon Balls for good intentions, instead of evil ones.
That was Piccolo who could create offspring, not Kami. We have no idea if Kami was even able to procreate, as it was never shown. The Nameless Namekian showed traits of both the Dragon Clan and Warrior Clan Namekians, with the ability to create Dragon Balls going to Kami, and the ability to produce offspring going to King Piccolo.
I personally think Kami chose not to create any children, because of his position as the Guardian of Earth is a celibate one, much like a religious priest. The Guardian position is earned, rather than inherited. I should also mention that King Piccolo was very old in his first appearance. His son Piano often worried about him birthing another child in his advanced age, as it would greatly shorten his already limited lifespan. Kami is the same age as King Piccolo, so he would run into the same problem. If Kami were to create new offspring, it would graatly shorten his lifespan too, and he would have to quickly find a new successor to his title if he were to suddenly die from this. This would be difficult, as the Guardian position is not an easy task to learn quickly. And like I aaid earlier, Kami would not be able to have his children inherit his position, since it is based upon merit, rather than birthright. Kami might have also been afraid that his potential offspring could be tainted by evil like how his former self was.
Despite the name Kami meaning "God", Kami himself is not a god; he is a Guardian of the Earth. Despite having magical powers and immense foresight thanks to his Namekian heritage, he is still mortal. He still makes mistakes, just as any being can. Even gods can make mistakes.
