In myth, many yokai have bad reputations, but can also be beneficial or at least cordial towards humans. For example, kappa are known for drowning people, but if befriended will help humans (ie: helping farmers water their crops). Kitsune are blamed for all kinds of mischief (like possessing people), but Inari’s kitsune are messengers and people give them offerings. So, if a yokai isn’t bothering or harming anyone, their presence will be tolerated in cities. Of course, many humans will never be accepting and will ban yokai from their shops/restaurants.

“Magical?” Shichi repeated, rubbing the back of his neck. “We’ve been out of touch with magic for centuries. I suppose flying would make life much easier.”
He considered this for a moment, finding the thought to be rather pleasant
“And fun, of course,” he added. “But I can’t complain. Being bound to the earth helps me connect with everything on it.”
